Yes all tuning is done a laptop using the OBD II port, the ECU still has to be removed for the final tune to be locked down.
There are some later revisions of the ECU where the tuning facility is disabled, this either requires the ecu to be removed and reflashed, reprogrammed to a previous OEM tune, or a new ECU fitted.
